Charge of Command expectations from US chief of Naval Operations

Last week, Chief of Naval Operations Adm. Daryl Caudle released a new charge of command to leaders in the Navy. The charge of command is a list of expectations for commanders from the CNO and is presented at the start of a command tour. The modern version of the document started with then-CNO Adm. Gary Roughead in 2011 and has been revised by every CNO since.

Caudle organized his version on four quotes on people, willingness to take risks, the value of training and the scope of command.

On people:
“The excellence of our people has long been our heritage – it is my source of strength” – Adm. Elmo Zumwalt

On risk:
“It seems to be a law of nature, inflexible and inexorable, that those who will not risk cannot win” – Capt. John Paul Jones

On training:
“There are no secrets to success. It is the result of preparation, hard work, and learning from failure” – Gen.Colin Powell

On the scope of command:
“When you’re in command, command” – Fleet Adm. Chester Nimitz
